ReactOS aims to achieve complete binary compatibility with both applications and device drivers meant for NT and XP operating systems, by using a similar architecture and providing a complete and equivalent public interface.
The main reason for development is to make free software available to everyone. ReactOS is licensed under the GNU General Public License.
This is really interesting, because it doesn’t depend on Microsoft’s own product development and might be a very nice alternative for the DRM driven Microsoft Vista.

Interesting stuff! But why do you think it’ll be optimised for audio?

Yes, maybe not. Maybe ReactOS is not as sleek as I would like it to be. There’s a chance that there’s a lot of emulation code needed which slows down audio and video streams in the OS. But who knows? Screenshots on the ReactOS website are showing office-applications, but nothing as dedicated as audio. But it might be interesting…
